The Standing Senate Committee on Aboriginal Peoples met this day at 6:29 p.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Campbell, Carstairs, P.C., Dyck, Hubley, Lang, Lovelace Nicholas, Peterson, Raine, St. Germain, P.C. and Sibbeston (11).

Other senator present: The Honourable Senator Watt (1).

In attendance: Tonina Simeone and Karin Phillips, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 25, 2009, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and of other matters generally relating to the Aboriginal Peoples of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1).

WITNESSES:

Elections Canada:

Marc Mayrand, Chief Electoral Officer of Canada;

Belaineh Deguefé, Director General, Outreach, Communications and Research.

The chair made opening remarks.

Mr. Mayrand made a statement and responded to questions.

At 7:36 p.m., the committee suspended.

At 7:41 p.m., pursuant to rule 92(2)e), the committee resumed in camera to consider a draft agenda.

It was agreed that senators' staff remain.

At 8:29 p.m., it was agreed that the committee adjourn to the call of the chair.

The Standing Senate Committee on Aboriginal Peoples met this day at 6:32 p.m., in room 160-S, Centre Block, the deputy chair, the Honourable Nick Sibbeston, presiding.

Members of the committee present: The Honourable Senators Banks, Brazeau, Carstairs, P.C., Dyck, Hubley, Lang, Lovelace Nicholas, Raine, and Sibbeston (9).

Other senator present: The Honourable Senator Grafstein (1).

Alan Clarke, Director General, Strategic Policy Branch;

Martin Egan, Director, Additions to Reserves Lands Branch.

As an individual:

Clarence Louie, Chief, Osoyoos Indian Band.

The deputy chair made opening remarks.

Ms. Cram made a statement and, with Mr. Roy, responded to questions.

At 7:45 p.m., the committee suspended.

At 7:49 p.m., the committee resumed.

Ms. Filbee made a statement and, with Ms. Kattackal, Mr. Clarke and Mr. Egan, responded to questions.

At 8:39 p.m., it was agreed that the deputy chair invite Chief Clarence Louie, who was in attendance, to join the witnesses.

Chief Louie made a statement and responded to questions.

At 9:30 p.m., it was agreed that the committee adjourn to the call of the chair.
