The Standing Senate Committee on Aboriginal Peoples met this day at 9:30 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Campbell, Carstairs, P.C., Dyck, Hubley, Johnson, Lang, Lovelace Nicholas, Peterson, St. Germain, P.C., Sibbeston and Stratton (12).

Other senator present: The Honourable Senator Watt (1).

In attendance: Tonina Simeone and Karin Phillips, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 25, 2009, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and on other matters generally relating to the Aboriginal Peoples of Canada. WITNESSES:

Assembly of First Nations:

Dr. Kim Barker, Senior Public Health Advisor.

Health Canada:

Anne-Marie Robinson, Assistant Deputy Minister, First Nations and Inuit Health Branch;

Michelle Kovacevic, Director General, Strategic Policy, Planning and Analysis Directorate, First Nations and Inuit Health Branch;

Shelagh Jane Woods, Director General, Primary Health and Public Health Directorate, First Nations and Inuit Health Branch.

Public Health Agency of Canada:

Dr. Danielle Grondin, Acting Assistant Deputy Minister, Infectious Disease and Emergency Preparedness Branch.

The chair made opening remarks.

Dr. Barker made a statement and responded to questions.

At 10:28 a.m., the committee suspended.

At 10:32 a.m., the committee resumed.

Ms. Robinson made a statement and, with Ms. Woods and Dr. Grondin, responded to questions.

It was agreed that a follow up letter to Health Canada, Indian and Northern Affairs Canada, and health officials from the Province of Manitoba be drafted, stating the observations of the committee on the issue of the spread of H1N1 in First Nations communities, and that the Subcommittee on Agenda and Procedure be empowered to approve the final version.

At 11:23 a.m., it was agreed that the committee adjourn to the call of the chair.
