The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:05 p.m., in room 9, Victoria Building, the deputy chair, Honourable Yoine Goldstein, presiding.

Members of the committee present: The Honourable Senators Fox, P.C., Gerstein, Goldstein, Greene, Harb, Hervieux-Payette, P.C., Massicotte, Moore, Oliver, Ringuette and Tkachuk (11).

In attendance: Marc-André Pigeon and John Bulmer, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee began its examination of the credit and debit card systems in Canada and their relative rates and fees, in particular for businesses and consumers.(For complete text of the order of reference, see proceedings of the committee, Issue no. 2.)

WITNESSES:

Department of Finance Canada:

Jeremy Rudin, Assistant Deputy Minister, Financial Sector Policy Branch.

Competition Bureau Canada:

Richard Taylor, Deputy Commissioner of Competition, Civil Matters Branch;

Martine Dagenais, Assistant Deputy Commissioner of Competition, Civil Matters Branch.

Financial Consumer Agency of Canada (FCAC):

Ursula Menke, Commissioner.

Mr. Rudin made a statement and answered questions.

At 4:47 p.m., the committee suspended.

At 4:50 p.m., the committee resumed.

Mr. Taylor made a statement and with the other witness answered questions.

At 5:10 p.m., the committee suspended.

At 5:12 p.m., the committee resumed.

Ms. Menke made a statement and answered questions.

At 6:00 p.m., the committee adjourned to the call of the chair.
