The Standing Senate Committee on Banking, Trade and Commerce met this day at 5:25 p.m., in room 9, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Frum, Gerstein, Greene, Harb, Massicotte, Meighen, Oliver, Peterson and Ringuette (9).

In attendance: John Bulmer, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 8, 2009, the committee began its examination of Bill S-8, An Act to implement conventions and protocols concluded between Canada and Colombia, Greece and Turkey for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income

WITNESSES:

Department of Finance Canada:

Gérard Lalonde, Director, Tax Legislation Division;

Alain Castonguay, Senior Chief, Tax Treaties;

Tim Wach, Director, Legislative Development and Chief Counsel,

Parry Athenaios, Expert Advisor, Tax Treaties.

Mr. Lalonde made a statement and, with the other witnesses, answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-8, An Act to implement conventions and protocols concluded between Canada and Colombia, Greece and Turkey for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

It was agreed that the title stand postponed.

It was agreed that the short title in clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that schedule 1 carry.

It was agreed that schedule 2 carry.

It was agreed that schedule 3 carry.

It was agreed that the short title in clause 1 carry.

It was agreed that the title carry.

It was agreed that the chair report Bill S-8, without amendment, to the Senate.

At 6:05 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Banking, Trade and Commerce met this day in camera at 10:35 a.m., in room 9, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Frum, Gerstein, Greene, Harb, Hervieux-Payette, P.C., Massicotte, Meighen, Moore, Oliver, Peterson and Ringuette (11).

In attendance: John Bulmer, Analyst, Parliamentary Information and Research Service, Library of Parliament and June Dewetering, Chief, Microeconomics and Trade.

Pursuant to rule 92(2)(e), the committee met in camera for the purpose of considering a draft agenda.

It was moved that senator's staff be permitted to stay in the room.

The question being put on the motion, it was adopted.

At 11:50 a.m., the committee adjourned to the call of the chair.
