The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:07 p.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.
Members of the committee present: The Honourable Senators Angus, Banks, Lang, Merchant, Mitchell, Neufeld, Peterson, and St. Germain, P.C. (8).
Other senators present: The Honourable Senators Brown and McCoy (2).
In attendance: Sam Banks and Penny Becklumb, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, May 27, 2009, the committee began its examination of Bill C-16, An Act to amend certain Acts that relate to the environment and to enact provisions respecting the enforcement of certain Acts that relate to the environment.

At 7:05 p.m., the committee suspended.
At 7:07 p.m., the committee resumed and, pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, continued to examine and report on emerging issues related to its mandate. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)
Pursuant to rule 92(2)(e), it was agreed that the committee proceed in camera to consider its future agenda.
It was agreed that senators' staff be authorized to remain during the in camera portion of the meeting.
At 7:27 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of emerging issues related to its mandate. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)
It was agreed that the following special study budget application (emerging issues) for the fiscal year ending March 31, 2010, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

At 8:25 a.m. the committee suspended.
At 8:26 a.m., the committee resumed and, pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2009, continued its examination of those elements of Bill C-10, Budget Implementation Act, 2009, dealing with the Navigable Waters Protection Act (Part 7). (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)
Pursuant to rule 92(2)(f), the committee proceeded in camera to consider a draft report.
It was agreed that senators' staff be authorized to remain in the room during the in camera portion of the meeting.
After debate, it was agreed:
That the draft report, as amended, be adopted;
That the chair and deputy chair be authorized to make editorial revisions without altering the intent of the text; and
That the deputy chair table the report at a future sitting of the Senate.
At 10:04 a.m., the committee adjourned to the call of the chair.
