The Standing Senate Committee on National Finance met this day, at 9:33 a.m., in room 9, Victoria Building, the deputy chair, the Honourable Irving R. Gerstein, presiding.

Members of the committee present: The Honourable Senators Callbeck, Chaput, Di Nino, Eggleton, P.C., Gerstein, Mitchell, Nancy Ruth, Neufeld, Ringuette and Rivard (10).

In attendance: Guy Beaumier and Jean-François Nadeau, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of the expenditures set out in the Main Estimates for the fiscal year ending March 31, 2010. (For complete text of the order of reference see proceedings of the committee, Issue No. 2.)

Ms. Ouimet made a statement and, together with Messrs. Molot and Friday, answered questions.

At 10:30 a.m., the committee suspended.

At 10:33 a.m., the committee resumed.

Mr. Robins made a statement and answered questions.

Members of the committee present: The Honourable Senators Chaput, Dawson, Day, De Bané, P.C., Di Nino, Eggleton, P.C., Gerstein, Munson, Nancy Ruth, Neufeld, Ringuette and Rivard (12).

Pursuant to the order of reference adopted by the Senate on Tuesday, May 26, 2009, the committee began its examination of the expenditures set out in the Supplementary Estimates (A) for the fiscal year ending March 31, 2010.

Treasury Board of Canada Secretariat:

Brian Pagan, Executive Director, Expenditure Operations and Estimates Division;

Ken Wheat, Senior Director, Expenditure Operations.

The chair made a statement.

Mr. Pagan made a statement and, together with Mr. Wheat, answered questions.

At 10:27 a.m., the committee suspended.

At 10:35 a.m., the committee resumed in camera and, pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2009, the committee continued its examination of the following elements contained in Bill C-10, the Budget Implementation Act, 2009: Parts 1-6, Parts 8-10 and Parts 13-15, and in particular those dealing with employment insurance. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that Senators' staff be permitted to remain in the room.

It was moved that a new paragraph and recommendation be added to page 13, at the end of the section headed ``The Basic Benefits.''

The question being put on the motion, it was adopted on the following division:

YEAS: 7

NAYS: 5

ABSTENTIONS: Nil

It was agreed that the draft report be adopted as amended, and that the Subcommittee on Agenda and Procedure be authorized to approve the final text.
