The Standing Senate Committee on National Finance met this day at 11 a.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Callbeck, Campbell, Carignan, Day, Di Nino, Eggleton, P.C., Finley, Gerstein, Greene, Mitchell, Peterson and Ringuette (12).

In attendance: Jean-François Nadeau, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Friday, December 11, 2009, the committee began its examination of Bill C-62, An Act to amend the Excise Tax Act.

WITNESSES:

Department of Finance Canada:

Louise Levonian, Assistant Deputy Minister, Tax Policy Branch;

Nancy Horsman, General Director, Tax Policy Branch;

Lise Potvin, Director, Sales Tax Division;

Pierre Mercille, Senior Legislative Chief, GST Legislation;

Sarah Gill, Senior Officer, Aboriginal Tax Policy Section.

Assembly of First Nations:

Angus Toulouse, Ontario Regional Chief.

Association of Iroquois and Allied Indians:

Randall Phillips, Grand Chief, Oneida Nation.

Canadian Manufacturers & Exporters:

Jean-Michel Laurin, Vice President, Global Business Policy.

The chair made a statement.

Ms. Levonian made a statement and, with Ms. Horsman, Ms. Potvin, Mr. Mercille and Ms. Gill, answered questions.

At 11:48 a.m., the committee suspended.

At 11:51 a.m., the committee resumed.

Chief Toulouse and Grand Chief Phillips each made a presentation and, together, answered questions.

At 12:39 p.m., the committee suspended.

At 12:43 p.m., the committee resumed.

Mr. Laurin made a presentation and answered questions.

At 1:15 p.m., the committee suspended.

At 1:43 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-62, An Act to amend the Excise Tax Act.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave, it was agreed that the committee group clauses.

It was agreed that clauses 2 to 10 carry.

It was agreed that clauses 11 to 20 carry.

It was agreed that clauses 21 to 30 carry.

It was agreed that clauses 31 to 40 carry.

The Standing Senate Committee on National Finance met this day, at 5:20 p.m., in room 256-S, Centre Block, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Callbeck, Carignan, Carstairs, P.C., Day, Di Nino, Eggleton, P.C., Gerstein, Lang, Peterson and Ringuette (10).

Other senator present: The Honourable Senator Eaton (1).

In attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 15, 2009, the committee began its examination of Bill C-56, An Act to amend the Employment Insurance Act and to make consequential amendments to other Acts.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-56, An Act to amend the Employment Insurance Act and to make consequential amendments to other Acts.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave, it was agreed that the committee group clauses.
