The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 4 p.m., in room 160-S, Centre Block, the Chair, the Honourable Consiglio DiNino, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, Dawson, DeBané, P.C., DiNino, Downe, Fortin-Duplessis, Grafstein, Stollery and Wallin (10).

Other senators present: The Honourable Senators Prud'Homme, P.C., and Stratton (2).

In attendance: Natalie Mychajlyszyn and Jennifer Paul, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February24, 2009, the committee continued its consideration of the 2008 Legislative Review of Export Development Canada, tabled in the Senate on Tuesday, February10, 2009. (For complete text of order of reference, see proceedings of the committee, Issue No. 2)

APPEARING:

Louis Lévesque, Deputy Minister of International Trade;

Robert Clark, Director General, Economic Policy Analysis Bureau.

Eric Siegel, President and Chief Executive Officer.

The chair made an opening statement.

Minister Day made a presentation and answered questions.

At 4:36 p.m., the committee suspended.

At 5:02 p.m., the committee resumed.

Senator Stollery, Deputy Chair, took the chair.

Mr.Eric Siegel made a statement and answered questions.

At 5:42 p.m., the committee suspended.

At 6:32 p.m., the committee resumed.

Senator DiNino took the chair.

Mr.Siegel agreed to answer some questions in writing.

At 6:50 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, February24, 2009, the committee began its examination on the rise of China, India and Russia in the global economy and the implications for Canadian policy.

WITNESSES:

From Export Development Canada:

Eric Siegel, President and Chief Executive Officer;

Benoit Daignault, Senior Vice-President, Business Development.

Mr.Daignault made a presentation and, with Mr.Siegel, answered questions.

At 7:47 p.m., the committee adjourned to the call of the chair.

At 5:50 p.m., the committee considered its future business.

At 5:55 p.m., the committee adjourned to the call of the chair.
