The Standing Senate Committee on Human Rights met this day at 2:05 p.m., in room 257, East Block.

Members of the committee present: The Honourable Senators Brazeau, Dallaire, Munson and Nancy Ruth (4).

In attendance: Julian Walker, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The clerk of the committee informed the committee of the unavoidable absence of the chair, whereupon he presided over the election of an acting chair.

The Honourable Senator Munson moved that the Honourable Senator Dallaire be acting chair of the committee.

The question being put on the motion, it was adopted.

The acting chair took the chair.

Pursuant to the order of reference adopted by the Senate on Monday, June 22, 2009, the committee began its examination of issues of sexual exploitation of children in Canada.

Gordon Phaneuf, Director of Strategic Initiatives.

UNICEF Canada:

Lisa Wolff, Director, Advocacy and Education.

Hindsight Group:

Sue McIntyre, Founder.

International Bureau for Children's Rights:

Nadja Pollaert, Director General;

Camille Karbassi, Program Manager, Child Trafficking.

Department of Justice Canada:

Catherine Kane, Acting Senior General Counsel, Criminal Law Policy Section;

Carole Morency, Acting General Counsel, Criminal Law Policy Section.

Public Safety Canada:

Barry MacKillop, Director General, Law Enforcement and Border Strategies.

Royal Canadian Mounted Police:

Superintendent Michel Aubin, Director, Immigration and Passport Program;

Superintendent John Bilinski, Officer in Charge, Canadian Police Centre for Missing and Exploited Children.

Mr. Phaneuf, Ms. Wolff, Ms. McIntyre, Ms. Pollaert and Mr. Karbassi each made a statement and, together, answered questions.

At 3:32 p.m., the committee suspended.

At 3:40 p.m., the committee resumed.

Ms. Morency, Ms. Kane, Mr. MacKillop, Superintendant Bilinski and Superintendant Aubin each made a statement and, together, answered questions.

At 5:12 p.m., the committee adjourned to the call of the chair.
