The Standing Senate Committee on Aboriginal Peoples has the honour to present its
SECOND REPORT
Your committee, which was authorized by the Senate on Tuesday, March 16, 2010, to examine and report on the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and other matters generally relating to the Aboriginal Peoples of Canada, respectfully requests funds for the fiscal year ending March 31, 2011, and requests, for the purpose of such study, that it be empowered to engage the services of such counsel, technical, clerical and other personnel as may be necessary.
Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee are appended to this report.

EXAMINATION OF FEDERAL GOVERNMENT'S CONSTITUTIONAL AND LEGAL RESPONSIBILITIES
TO ABORIGINAL PEOPLES
APPLICATION FOR BUDGET AUTHORIZATION
FOR THE FISCAL YEAR ENDING MARCH 31, 2011
Extract from the Journals of the Senate of Tuesday, March 16, 2010:
The Honourable Senator St. Germain, P.C. moved, seconded by the Honourable Senator Greene:
That the Standing Senate Committee on Aboriginal Peoples be authorized to examine and report on the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and on other matters generally relating to the Aboriginal Peoples of Canada;
That the papers and evidence received and taken and work accomplished by the Committee on the subject during the Second Session of the Fortieth Parliament be referred to the Committee; and
That the Committee submit its final report no later than December 31, 2011, and that the Committee retain all powers necessary to publicize its findings until 180 days after the tabling of the final report.
After debate,
The Honourable Senator Cools moved, seconded by the Honourable Senator Day, that further debate on the motion be adjourned until the next sitting.The question being put on the motion, it was negatived on division.
