The Standing Senate Committee on Aboriginal Peoples met this day at 9:30 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Demers, Dyck, Kochhar, Lovelace Nicholas, Peterson, Poirier, Raine, Sibbeston, St. Germain, P.C., and Stewart Olsen (11).

In attendance: Jodi Bruhn, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and other matters generally relating to the Aboriginal Peoples of Canada (Issues concerning First Nations education). (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Manitoba First Nations Education Resource Centre:

Gwen Merrick, Associate Executive Director.

Indigenous Education Coalition:

Bruce Stonefish, Executive Director.

Ontario Native Education Counselling Association:

Cindy Fisher, President.

Mr McLoughlin, Ms Merrick, Mr. Stonefish and Ms Fisher each made a statement and, together, responded to questions.

At 11:30 a.m., it was agreed that the committee adjourn to the call of the chair.

The Standing Senate Committee on Aboriginal Peoples met this day at 6:45 p.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Dyck, Eaton, Lovelace Nicholas, Peterson, Poirier, Sibbeston, St. Germain, P.C. and Stewart Olsen (9).

In attendance: Tonina Simeone and Marion Ménard, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESS:

Simon Fraser University, C.D. Howe Institute:

John Richards, Professor, Public Policy Program.

Mr. Richards made a statement and responded to questions.

At 7:20 p.m. the committee suspended.

At 7:50 p.m. the committee, pursuant to rule 92(2)(e), resumed, in camera, to consider a draft agenda.

It was agreed that staff be permitted to remain in the room during the in camera portion of the meeting.

It was agreed that a request for further information from witness Michael Mendelson be sent to him by the clerk on behalf of the committee.

At 7:58 p.m., the committee resumed, in public, to consider a draft budget.

It was agreed, Senator Stewart Olsen abstaining, that the following special study budget application (federal government's responsibilities to First Nations, Inuit and Metis peoples) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

It was agreed, Senator Stewart Olsen abstaining, that the chair and deputy chair be empowered to authorize revision of the budget application regarding air transportation.

At 8:02 p.m., Mr. Richards resumed answering questions.

At 8:20 p.m., the deputy chair took the chair.

At 8:50 p.m., it was agreed that the committee adjourn to the call of the chair.
