The Standing Senate Committee on Aboriginal Peoples met this day at 9:30 a.m., in room 160-S, Centre Block, the deputy chair, the Honourable Lillian Eva Dyck, presiding.
Members of the committee present: The Honourable Senators Brazeau, Campbell, Dyck, Hubley, Lovelace Nicholas, Patterson, Poirier, Raine and Stewart Olsen (9).
In attendance: Tonina Simeone and Jodi Bruhn, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Ceri Au, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, June 17, 2010, the committee started its consideration of Bill C-24, An Act to amend the First Nations Commercial and Industrial Development Act and another Act in consequence thereof.

Mr. Johnson made a statement and, together with Mr. Salembier and Ms. Carrier, responded to questions.
At 10:29 a.m. the committee suspended.
At 10:34 a.m., the committee resumed. It was agreed that the committee proceed to clause-by-clause consideration of Bill C-24, An Act to amend the First Nations Commercial and Industrial Development Act and another Act in consequence thereof.
It was agreed that the title stand postponed.
It was agreed that clause 1 stand postponed.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.

At 10:38 a.m., the committee, pursuant to rule 92(2)(e), resumed in camera to consider a draft agenda.
It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.
At 10:44 a.m., the committee suspended.
At 10:45 a.m., the committee resumed in public and, pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and other matters generally relating to the Aboriginal Peoples of Canada (Issues concerning First Nations Education). The committee considered a draft budget application.
It was agreed that the following special study budget application (federal government's responsibilities to First Nations, Inuit and Metis peoples) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
