The Standing Senate Committee on Agriculture and Forestry met this day at 5:30 p.m., in room 705, Victoria Building, the chair, the Honourable Percy Mockler, presiding.
Members of the committee present: The Honourable Senators Duffy, Eaton, Fairbairn, P.C., Mahovlich, Mercer, Mockler, Ogilvie, Plett, Rivard and Robichaud, P.C (10).
In attendance: Mathieu Frigon and David Surprenant, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Mona Ishack, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, March 11, 2010, the committee continued its consideration of the current state and future of Canada's forest sector. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

Foreign Affairs and International Trade Canada:
Don Stephenson, Assistant Deputy Minister, Trade Policy and Negotiations;
Colin Bird, Director, Softwood Lumber Division.
Natural Resources Canada:
Jim Farrell, Assistant Deputy Minister, Canadian Forest Service;
Bob Jones, Director, Industry and Trade, Policy, Economics and Industry Branch, Canadian Forest Service.
Mr. Stephenson and Mr. Farrell each made opening statements, and together with Mr. Bird and Mr. Jones, answered questions.
At 7:00 p.m., the committee adjourned to the call of the chair.

Luc Bouthillier, Professor, Department of Wood and Forest Science, Faculty of Forestry and Geomatics, Laval University;
Daowei Zhang, Professor, Forest Economics and Policy, School of Forestry and Wildlife Sciences, Auburn University, Alabama, USA.
Mr. Bouthillier and Mr. Zhang each made opening statements and, together, answered questions.
At 10:05 a.m., the committee considered a draft budget.
It was agreed that the following special study budget application (current state and future of Canada's forest sector) for the fiscal year ending March 31, 2011 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services $ 16,450 Transportation and Communications $ 167,075 All Other Expenditures $ 4,600 TOTAL $ 188,125
