The Standing Senate Committee on National Security and Defence met this day at 4 p.m., in room 2, Victoria Building, the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Banks, Dallaire, Day, Lang, Manning, Meighen, Mitchell, Pépin, Segal and Wallin (9).

In attendance: Martin Auger and Holly Porteous, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Tracie LeBlanc, Communications Officer, Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 17, 2010, the committee continued its study on the national security and defence policies of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1) (The State of the Canadian Forces)

WITNESSES:

National Defence:

Lieutenant-General Andrew Leslie, Chief of the Land Staff;

Chief Warrant Officer Wayne Ford, Army Sergeant Major;

Vice-Admiral Dean McFadden, Chief of the Maritime Staff;

Robert Cleroux, Command Chief Petty Officer;

Commodore J.E.T.P. Ellis, CD, Director General Maritime Force Development;

Lieutenant-General André Deschamps, Chief of the Air Staff.

Lieutenant-General Andrew Leslie made a statement and, together with Chief Warrant Officer Wayne Ford, answered questions.

At 5 p.m., the committee suspended.

At 5:05 p.m., the committee resumed.

Vice-Admiral Dean McFadden made a statement and, together with Command Chief Petty Officer, Robert Cleroux and Commodore J.E.T.P. Ellis answered questions.

At 6:03 p.m., the committee suspended.

At 6:09 p.m., the committee resumed.

Lieutenant-General André Deschamps made a statement and answered questions.

At 7:09 p.m., the committee suspended.

At 7:12 p.m., the committee, pursuant to rule 92(2)(e), proceeded in camera to discuss its draft agenda.

It was agreed that senators' staff be permitted to remain in the room for the in camera portions of today's meeting.

At 7:20 p.m., the committee adjourned to the call of the chair.
