The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 8:08 a.m., in room 2, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Brown, Frum, Lang, McCoy, Mitchell, and Seidman (7).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to rule 92(2)(f), it was agreed that the committee proceed in camera to consider a draft report.

It was agreed that senators' staff be authorized to remain in the room.

After debate, it was agreed that:

The draft report, as modified, be adopted;

That the steering committee be authorized to make revisions without altering the intent of the text and to approve the final text; and

That as per the authorization by the Senate on July 8, 2010, that the chair deposit the final report with the Clerk of the Senate as soon as possible.

At 9:12 a.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met in camera this day, at 5:12 p.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Brown, Dickson, Lang, Massicotte, McCoy, Mitchell, Neufeld and Seidman (9).

In attendance: Sam Banks and Marc LeBlanc, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to rule 92(2)(e), it was agreed that the committee proceed in camera for the consideration of a future draft agenda.

It was agreed that senators' staff be authorized to remain in the room.

At 6:10 p.m., the committee suspended.

At 6:13 p.m., the committee resumed in public for consideration of a draft budget application.

It was agreed that the following special study supplementary budget application (energy sector), for the fiscal year ending March 31, 2011, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services $ 13,750
Transportation and Communications  $ 109,000
All Other Expenditures $ 40,550
TOTAL $ 163,300

At 6:14 p.m., the committee suspended.

At 6:15 p.m., pursuant to rule 92(2)(e), it was agreed that the committee proceed in camera for the consideration of a draft future agenda.

It was agreed that senators' staff be authorized to remain in the room.

At 7:03 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:06 p.m., in room 257 East Block, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Brown, Campbell, Dickson, Fraser, Frum, Lang, Massicotte, McCoy, Mitchell, Neufeld, and Seidman (12).

In attendance: Marc LeBlanc and Tomasz Kasprzycki, Analysts, Parliamentary Information and Research Service, Library of Parliament; Ceri Au, Communications Officer, Communications Directorate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 11, 2010, the committee continued its examination of the current state and future of Canada's energy sector (including alternative energy). (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESS:

Canadian Electricity Association:

Pierre Guimond, President and Chief Executive Officer;

The chair made an opening statement.

Mr. Guimond made a statement and answered questions.

At 7:09 p.m., the committee suspended.

At 7:11 p.m., pursuant to rule 92(2)(e), it was agreed that the committee proceed in camera for the consideration of a draft future agenda.

It was agreed that senators' staff be authorized to remain in the room.

At 7:20 pm, the committee suspended.

At 7:21 p.m, the committee resumed in public for consideration of a draft budget application.
