The Standing Senate Committee on National Finance met this day, at 9:32 a.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Day, Dickson, Eggleton, P.C., Finley, Gerstein, Marshall, Murray, P.C., Neufeld, Ringuette and Runciman (10).

In attendance: John Bulmer and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 2, 2011, the committee continued its examination of the expenditures set out in the Main Estimates for the fiscal year ending March 31, 2012, with the exception of Parliament Vote 10. (For complete text of the order of reference, see proceedings of the committee, Issue No. 28.)

Chris Forbes, Assistant Deputy Minister, Federal-Provincial Relations and Social Policy Branch;

Douglas Nevison, Director, Fiscal Policy Division, Economic and Final Policy Branch;

Pierre Mercille, Senior Legislative Chief, GST Legislation, Sales Tax Division, Tax Policy Branch.

The chair made an opening statement.

Ms. Harrison made a statement and, together with Mr. Forbes, Ms. Lafleur, Mr. Nevison and Mr. Mercille, answered questions.

At 10:34 a.m., the committee suspended.

At 10:36 a.m., the committee resumed.

Mr. Smith made a statement and answered questions.

At 11:39 a.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on National Finance met this day, in camera, at 1:01 p.m., in room 256-S, Centre Block, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Day, Finley, Gerstein, Marshall, Neufeld, Peterson, Ringuette and Runciman (8).

In attendance: John Bulmer and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 9, 2011, the committee continued its examination of the expenditures set out in the Supplementary Estimates (C) for the fiscal year ending March 31, 2011. (For complete text of the order of reference, see proceedings of the committee, Issue No. 27.)

Pursuant to rule 92(2)(f) the committee considered a draft report.

It was agreed that senators' staff be permitted to remain in the room for the meeting.

It was agreed that the draft report be adopted, as amended, and that the Subcommittee on Agenda and Procedure be authorized to make editorial revisions.

At 1:18 p.m., the committee adjourned to the call of the chair.
