The Standing Senate Committee on Fisheries and Oceans has the honour to present its

FIFTH REPORT

Your committee, which was authorized by the Senate on Thursday, March 25, 2010, to examine and report on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans, respectfully requests supplementary funds for the fiscal year ending March 31, 2011.

The original budget application submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee were printed in the Journals of the Senate on May 6, 2010. On May 12, 2010, the Senate approved the release of $65,155 to the committee.

Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the supplementary budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee are appended to this report.

APPLICATION FOR SUPPLEMENTARY BUDGET AUTHORIZATION
FOR THE FISCAL YEAR ENDING MARCH 31, 2011

Extract from the Journals of the Senate, Thursday, March 25, 2010

The Honourable Senator Rompkey, P.C., moved, seconded by the Honourable Senator Fraser:

That the Standing Senate Committee on Fisheries and Oceans be authorized to examine and to report on issues relating to the federal government’s current and evolving policy framework for managing Canada’s fisheries and oceans;

That the papers and evidence received and taken and work accomplished by the committee on this subject since the beginning of the First Session of the Thirty-ninth Parliament be referred to the committee; and

That the committee report from time to time to the Senate but no later than June 30, 2011, and that the Committee retain all powers necessary to publicize its findings until December 31, 2011.

The question being put on the motion, it was adopted.

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Fisheries and Oceans for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2011, for the purpose of its special study on the evolving policy framework for managing Canada's fisheries and oceans, as authorized by the Senate on Thursday, March 25, 2010. The said budget is as follows:
