The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:15 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Di Nino, Downe, Finley, Fortin- Duplessis, Jaffer, Nolin, Segal, Stollery and Wallin (10).

Other senator present: The Honourable Senator Robichaud, P.C. (1).

In attendance: Natalie Mychajlyszyn, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its examination on the rise of China, India and Russia in the global economy and the implications for Canadian policy. (For complete text of order of reference, see proceedings of the committee, Issue No. 1)

WITNESSES:

Canada Foundation for Innovation:

Eliot Phillipson, President and Chief Executive Officer;

Douglas Lauriault, Vice President, External Relations and Communications.

PanVest Capital Corporation:

Hari Panday, President and Chief Executive Officer (by videoconference).

Mr. Phillipson made a statement and, with the assistance of Mr. Lauriault, answered questions.

Mr. Panday made a statement and answered questions.

At 6:10 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its examination on the rise of China, India and Russia in the global economy and the implications for Canadian policy. It was agreed that senators' staff be allowed to stay in the room.

Pursuant to rule 92(2)(f), the committee considered a draft report.

At 11:28 a.m., the committee adjourned to the call of the chair.

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed:

That the draft interim report be adopted and that the chair table the report in the Senate;

That the clerk and analysts be authorized to make such changes to the report as directed by the committee; and

That the Committee on Agenda and Procedure approve the report before tabling it in the Senate.

Pursuant to rule 92 (2)(e), the committee considered a draft agenda (future business).

At 5:16 p.m., the committee adjourned to the call of the chair.
