The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room 257, East Block, the deputy chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Plett, Rivest, Runciman and White (12).

In attendance: Lyne Casavant and Christine Morris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 11, 2013, the committee continued its consideration of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act.

WITNESSES:

Ontario Provincial Police:

Deputy Commissioner Scott Tod, Investigations and Organized Crime.

As an individual:

Richard Dupuis.

Canadian Police Association:

Tom Stamatakis, President (by video conference).

Commission for Public Complaints Against the RCMP:

Ian McPhail, interim chair;

Lisa-Marie Inman, Director, Reviews and Investigations;

Joanne Gibb, Senior Policy Advisor, Operations.

As an individual:

Yvon Dandurand, Criminologist, School of Criminology and Criminal Justice, University of the Fraser Valley.

The deputy chair made an opening statement.

Mr. Tod, Mr. Dupuis and Mr. Stamatakis each made a statement and answered questions.

At 11:44 a.m., the committee suspended.

At 11:47 a.m., the committee resumed.

Mr. McPhail made a statement and, together with Ms. Inman, answered questions.

At 12:28 p.m., the committee suspended.

At 12:36 p.m., the committee resumed.

Mr. Dandurand made a statement and answered questions.

At 1:21 p.m., the committee continued in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda.

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

At 1:29 p.m., the committee adjourned to the call of the chair.
