The Standing Senate Committee on National Finance met in camera this day, at 9:30 a.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.
Members of the committee present: The Honourable Senators Bellemare, Buth, Chaput, Callbeck, Day, Gerstein, Hervieux-Payette, P.C., Martin, McInnis, Runciman and Smith (Saurel) (11).
In attendance: Édison Roy-César, Analyst, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2012, the committee continued its examination of the expenditures set out in the Supplementary Estimates (B) for the fiscal year ending March 31, 2013. (For complete text of the order of reference, see proceedings of the committee, Issue No. 30.)
Pursuant to rule 12-16(1)(d), the committee considered a draft report.
It was agreed that senators' staff be allowed to stay in the room.
It was agreed that the committee allow the transcription of the in camera meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than the end of this parliamentary session.
It was agreed that the draft report on Supplementary Estimates (B), 2012-2013, be adopted, as amended, and that the Subcommittee on Agenda and Procedure be authorized to make minor editorial revisions.
It was agreed that this report be tabled in the chamber at the earliest opportunity.
At 9:59 a.m., the committee suspended.
At 10 a.m., the committee resumed in public.
Pursuant to the order of reference adopted by the Senate on Monday, December 10, 2012, the committee began its examination of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed, with leave, that the clauses be grouped according to the parts of the bill as described in the Table of Provisions of Bill C-45.
The chair asked whether Part 1, which contains clauses 2 to 73, shall carry.
After debate, it was agreed that Part 1 carry, on division.

The chair asked whether schedule 2 shall carry.

Pursuant to the order of reference adopted by the Senate on Thursday, October 6, 2011, and Monday, June 11, 2012, the committee continued its study on the potential reasons for price discrepancies in respect of certain goods between Canada and the United States, given the value of the Canadian dollar and the effect of cross border shopping on the Canadian economy.
Pursuant to rule 12-16(1)(d), the committee considered a draft report.
At 10:32 a.m., the committee adjourned to the call of the chair.
