The Standing Senate Committee on Official Languages met this day, at 5 p.m., in room 9, Victoria Building, the chair, the Honourable Maria Chaput, presiding.

Members of the committee present: The Honourable Senators Champagne, P.C., Chaput, De Bané, P.C., Fortin- Duplessis, McIntyre, Mockler, Poirier and Tardif (8).

In attendance: Marie-Ève Hudon, Analyst, Parliamentary Information and Research Service, Library of Parliament; Brigitte Lemay, Communications Officer, Senate Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, March 25, 2013, the committee continued its study on best practices for language policies and second-language learning in the context of linguistic duality or plurality. (For complete text of the order of reference, see proceedings of the committee, Issue No. 18.)

Pursuant to the order of reference adopted by the Senate on Monday, March 25, 2013, the committee began its study on the impacts of recent changes to the immigration system on the official language minority communities.

WITNESSES:

Office of the Commissioner of Official Languages:

Graham Fraser, Commissioner of Official Languages;

Sylvain Giguère, Assistant Commissioner, Policy and Communications Branch;

Carsten Quell, Director, Policy and Research.

Mr. Fraser made a presentation and, together with Mr. Giguère and Mr. Quell, answered questions.

At 6:40 p.m., the committee adjourned to the call of the chair.
