The Standing Senate Committee on Human Rights met this day, at 6:02 p.m. in room 160-S, Centre Block, the chair, the Honourable Mobina Jaffer, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Brazeau, Harb, Hubley, Jaffer, Ngo, Patterson and Zimmer (9).

In attendance: Julian Walker and Martha Butler, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 15, 2012, the committee continued its examination pertaining to the human rights of First Nations band members who reside off-reserve, with an emphasis on the current federal policy framework. (For complete text of the order of reference, see proceedings of the committee, Issue No. 17.)

WITNESS:

University of New Brunswick:

Ian Peach, Dean, Faculty of Law (by video conference).

The chair made an opening statement.

Mr. Peach made a statement and answered questions.

At 7:04 p.m., the committee suspended.

At 7:32 p.m., the committee resumed in camera and, pursuant to rule 12-16(1)(d) considered a draft report.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 30, 2011, the committee continued its examination of cyberbullying in Canada with regard to Canada's international human rights obligations under Article 19 of the United Nations Convention on the Rights of the Child. (For complete text of the order of reference, see proceedings of the committee, Issue No. 6.)

Pursuant to rule 12-16(1)(d), the committee began its consideration of a draft report.

It was agreed that the draft report on cyberbullying be adopted.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report with any necessary editorial, grammatical and translation changes required.

At 7:35 p.m., the committee adjourned to the call of the chair.
