The Standing Senate Committee on National Security and Defence met this day at 4 p.m., in room 2, Victoria Building, the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Dallaire, Dawson, Day, Lang, Manning, Mitchell, Nolin, Plett and Wallin (9).

In attendance: Martin Auger and Holly Porteous, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2011, the committee continued its study of Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

APPEARING:

The Honourable Peter MacKay, P.C., M.P., Minister of National Defence.

WITNESSES:

National Defence:

General Walt Natynczyk, Chief of the Defence Staff.

Vice-Admiral Bruce Donaldson, Vice-Chief of the Defence Staff;

Jill Sinclair, Assistant Deputy Minister (Policy);

Major-General Jonathan Vance, Director of Staff, Strategic Joint Staff;

Rear-Admiral Ron Lloyd, Chief of Force Development;

Chief Petty Officer 1rst Class Robert Cléroux, Canadian Forces Chief Warrant Officer.

The Honourable Peter MacKay, P.C., M.P. made a statement, and together with General Natynczyk, Vice-Admiral Donaldson and Ms. Sinclair, the witnesses answered questions.

At 5:15 p.m., the committee suspended.

At 5:18 p.m., the committee resumed.

General Natynczyk made a statement, and together with Vice-Admiral Donaldson, Major-General Vance, Rear- Admiral Lloyd, Ms. Sinclair, and Chief Petty Officer Cléroux, the witnesses answered questions.

At 6:22 p.m., the committee suspended.

At 6:28 p.m., pursuant to rule 92(2)(f) the committee resumed in camera to consider a draft budget.

It was agreed that staff be allowed to stay.

At 6:45 p.m., the committee resumed in public.

It was agreed that the following budget application (National Security and Defence) for the fiscal year ending March 31, 2013 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
