The Standing Senate Committee on Transport and Communications met this day at 9:32 a.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Dawson, Doyle, Eggleton, P.C., Greene, MacDonald, Martin, Mercer, Unger, Verner, P.C. and Zimmer (11).

In attendance: Alexandre Lavoie and Terrence J. Thomas, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 3, 2012, the committee continued its examination of the subject-matter of those elements contained in Division 41 of part 4 of Bill C-38, An Act to implement certain provision of the budget tabled in Parliament on March 29, 2012 and other measures.

WITNESSES:

Teresa Griffin-Muir, Vice-President, Regulatory Affairs.

Telus:

Ted Woodhead, Vice-President, Regulatory.

Mr. Peirce and Mr. Woodhead each made opening statements and, together with Ms. Griffin-Muir, answered questions.

At 10:35 a.m., the committee suspended.

At 10:37 a.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft agenda (future business).

At 10:45 a.m., the committee resumed in public, pursuant to the order of reference adopted by the Senate on Wednesday, June 15, 2011, continued its consideration on emerging issues related to the Canadian airline industry. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

The committee considered a draft budget.

The Honourable Senator Greene took the chair.

After debate, it was agreed that the following special study budget application (Study on the Canadian airline sector) for the fiscal year ending March 31, 2013 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
