The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Carignan, Dawson, Doyle, Eggleton, P.C., Greene, Housakos, MacDonald, Merchant and Verner, P.C. (10).

In attendance: Alexandre Lavoie and Zachary Alaoui, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee continued its consideration of the subject-matter of those elements contained in Division 5, 12 and 20 of Part 4 of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

WITNESSES:

Office of the Privacy Commissioner of Canada:

Chantal Bernier, Assistant Privacy Commissioner;

Carman Baggaley, Senior Strategic Policy Advisor.

Ms. Bernier and Ms. Baggaley each made opening statements and, together, answered questions.

At 7:25 p.m., the committee suspended.

At 7:26 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

It was agreed that the committee allow the recording of the in camera portions of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and/or by the committee analysts, and that the recording be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that the report be adopted.

At 7:31 p.m., the committee adjourned to the call of the chair.
