The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:30 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Dawson, Downe, Fortin- Duplessis, Housakos, Johnson, Oh, Poirier, Robichaud, P.C., Smith, P.C. (Cobourg) and Verner, P.C. (12).

In attendance: Natalie Mychajlyszyn and Brian Hermon, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 21, 2013, the committee continued its study on security conditions and economic developments in the Asia-Pacific region, the implications for Canadian policy and interests in the region, and other related matters. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

As an individual:

Dominique Caouette, Associate Professor, Department of Political Science, Director, CETASE (centre for East Asian studies), Coordinator, REDTAC (network for studies in transnational issues and collective action), University of Montréal (by video conference).

Canadian Council for International Co-operation:

Denis Côté, Coordinator, Asia-Pacific Working Group.

Canadian Bureau for International Education:

Karen McBride, President and CEO.

As an individual:

Pitman Potter, Professor of Law, HSBC Chair in Asian Research, University of British Columbia (by video conference).

Building Markets:

Scott Gilmore, Chief Executive Officer.

The chair made an opening statement.

Messrs. Caouette, Côté and Ms. McBride each made a statement and answered questions.

At 11:36 a.m., the committee suspended.

At 11:39 a.m., the committee resumed.

Messrs. Potter and Gilmore each made a statement and answered questions.

It was agreed, that the document entitled Advancing Canada's Engagement with Asia on Human Rights, presented by Pittman Potter, be filed as an exhibit (Exhibit 1120-04-02-2.41/AEFA SS-2, 7 ``1'').

At 12:25 p.m., the committee considered a draft budget.

It was agreed that the following special study budget application for its study on security conditions and economic developments in the Asia-Pacific region, the implications for Canadian policy and interests in the region, and other related matters, for the fiscal year ending March 31, 2015, be approved, for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Activity 1: Vancouver, Indonesia and Singapore    $ 297,566
TOTAL    $ 297,566

At 12:29 p.m., the committee adjourned to the call of the chair.
