The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:30 a.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Black, Campbell, Gerstein, Greene, Hervieux-Payette, P.C., Maltais, Massicotte, Nancy Ruth, Ngo, Ringuette, Rivard and Tkachuk (12).

In attendance: Adriane Yong and Brett Stuckey, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate of the Senate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 5, 2013, the committee began its examination of the subject-matter of those elements contained in Divisions 2, 3, 9, and 13 of Part 3 of Bill C-4, a second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.

Lyne Robinson-Dalpé, Assistant Commissioner, Advisory and Compliance.

The chair made a statement.

Mr. Rudin made a statement and, together with Ms. Dawson, Ms. Robinson-Dalpé, Mr. Wu, Ms. Dostal, Ms. Ryan, Mr. Wright, Mr. Paterson and Ms. Grasham, answered questions.

At 12:23 p.m., the committee adjourned to the call of the chair.
