The Standing Senate Committee on National Finance met in camera this day at 6:39 p.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Callbeck, Chaput, Day, Eaton, Gerstein, Hervieux-Payette, P.C., Mockler, Neufeld, Rivard and Smith (Saurel) (11).

In attendance: Sylvain Fleury and Raphaëlle Deraspe, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Mark Palmer, Procedural Clerk, Committees Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 5, 2014, the committee continued its examination of the Main Estimates for the fiscal year ending March 31, 2015.

Pursuant to rule 12-16(1)(d), the committee considered a draft report.

It was agreed that senators' staff be allowed to stay in the room.

It was agreed that the draft report on Main Estimates for the fiscal year ending March 31, 2015 be adopted, as amended, and that the Subcommittee on Agenda and Procedure be authorized to make minor editorial revisions.

It was agreed that the report be tabled in the chamber at the earliest opportunity.

At 7:03 p.m., the committee suspended.

At 7:05 p.m., the committee resumed in public.

Pursuant to the order of reference adopted by the Senate on Thursday, May 15, 2014, the committee continued its examination of the Supplementary Estimates (A) 2014-15 for the fiscal year ending March 31, 2015.

PPP Canada Inc.:

Greg Smith, Chief Financial Officer and Vice President of Finance, Risk and Administration.

Public Safety Canada:

Mark Perlman, Chief Financial Officer and Assistant Deputy Minister, Corporate Management Branch;

Shawn Tupper, Assistant Deputy Minister, Emergency Management and Programs Branch;

Infrastructure Canada:

David Cluff, Assistant Deputy Minister, Corporate Services Branch;

Jeff Moore, Assistant Deputy Minister, Policy and Communications;

Thao Pham, Assistant Deputy Minister, Federal Montreal Bridges.

Mr. Séguin and Mr. Smith each made a statement and, together with Mr. Thompson, answered questions.

At 7:51 p.m., the committee suspended.

At 7:54 p.m., the committee resumed.

Mr. Perlman and Mr. Cluff each made a statement and, together with Mr. Moore and Ms. Pham, answered questions.

At 8:42 p.m., it was agreed that the committee adjourn to the call of the chair.
