The Standing Senate Committee on Human Rights met this day at 8:31 a.m., in room 9, Victoria Building, the deputy chair, the Honourable Salma Ataullahjan, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Eaton, Eggleton, P.C., Hubley, Nancy Ruth, Ngo and Rivard (7).

In attendance: Julia Nicol and Jean-Philippe Duguay, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, the committee continued its study to monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Foreign Affairs, Trade and Development Canada:

Duane McMullen, Director General, Trade Commissioner Service Operations Bureau and Trade Strategy;

Jeff Nankivell, Director General, Programming, Asia Pacific.

The deputy chair made a statement.

Mr. McMullen made a statement and, together with Mr. Nankivell, answered questions.

At 9:51 a.m., the committee suspended.

At 9:56 a.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft agenda.

It was agreed that senators' staff be allowed to stay in the room.

At 9:59 a.m., the committee adjourned to the call of the chair.
