The Standing Senate Committee on Transport and Communications met this day at 9 a.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Dawson, Eggleton, P.C., Greene, MacDonald, Neufeld, Plett and Unger (7).

In attendance: Alexandre Lavoie, Analyst, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 4, 2015, the committee began its examination of Bill C-52, An Act to amend the Canada Transportation Act and the Railway Safety Act.

Michael Bourque, President and Chief Executive Officer;

Terry Berthiaume, President and Chief Operating Officer, Essex Terminal Railway Company.

Canadian Pacific Railway:

Robert Taylor, Assistant Vice President, North American Advocacy.

Canadian National Railway Company:

Éric Harvey, Senior Counsel, Regulatory Affairs.

Marsh & McLennan Companies:

James Beardsley, President, Global Rail Practice (by video conference).

Canadian Transportation Agency:

Nina Frid, Director General, Dispute Resolution Branch;

Liz Barker, General Counsel, Legal, Secretariat and Registrar Services Branch.

Teamsters Canada:

Phil Benson, Lobbyist.

Safe Rail Communities:

Patricia Lai, Co-Founder (by video conference).

Freight Management Association of Canada:

Bob Ballantyne, President.

Mr. Bourque, Mr. Taylor, Mr. Havey, Mr. Beardsley and Ms. Frid made statements and answered questions.

At 10:02 a.m., the committee suspended.

At 10:06 a.m., the committee resumed.

Mr. Benson, Ms. Lai and Mr. Ballantyne made statements and answered questions.

At 10:55 a.m., the committee adjourned to the call of the chair.
