The Standing Senate Committee on Banking, Trade and Commerce met in camera this day at 4:18 p.m., in room 9, Victoria Building, the chair, the Honourable Douglas Black, presiding.

Members of the committee present: The Honourable Senators Black (Alberta), Campbell, Dagenais, Marwah, Stewart Olsen, Tannas, Tkachuk and Wallin (8).

In attendance: Brett Stuckey and Adriane Yong, Analysts, Parliamentary Information and Research Services, Library of Parliament; Stav Nitka and Marcy Galipeau, Communication Officers, Senate Communications Directorate.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

It was agreed that the following special study budget application (cyber security and cyber fraud — promotion of report) for the fiscal year ending March 31, 2019, be approved and that the Chair and Deputy Chair be authorized to approve the final version of the budget for submission to the Standing Committee on Internal Economy, Budgets and Administration:

It was agreed that the chair be authorized to seek authority from the Senate for the following order of reference:

That the Standing Senate Committee on Banking, Trade and Commerce be authorized to examine and report on the potential benefits and challenges of open banking for Canadian financial services consumers, with specific focus on the federal government's regulatory role.

That the committee submit its final report no later than February 22, 2019, and that the committee retain all powers necessary to publicize its findings until 180 days after the tabling of the final report.

At 4:58 p.m., the committee adjourned to the call of the chair.
