The Special Senate Committee on the Charitable Sector met this day at 6:30 p.m., in room 2, Victoria Building, the chair, the Honourable Terry M. Mercer, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Duffy, Martin, Mercer, Omidvar and Raine (6).

In attendance: Havi Echenberg and Nicole Sweeney, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 30, 2018, the committee continued its study on the impact of federal and provincial laws and policies governing charities, nonprofit organizations, foundations, and other similar groups; and to examine the impact of the voluntary sector in Canada.

WITNESSES:

Department of Finance Canada:

Pierre Leblanc, Director General, Personal Income Tax Division, Tax Policy Branch;

Blaine Langdon, Director, Charities, Personal Income Tax Division, Tax Policy Branch.

Canada Revenue Agency:

Antonio Manconi, Director General, Charities Directorate, Legislative Policy and Regulatory Affairs Branch;

Sharmila Khare, Director, Charities Directorate, Legislative Policy and Regulatory Affairs Branch;

Roxane Brazeau-Leblond, Director, Income Tax Rulings Directorate, Legislative Policy and Regulatory Affairs Branch.

The chair made a statement.

Mr. Leblanc made a statement and, together with Mr. Langdon, answered questions.

At 7:28 p.m., the committee suspended.

At 7:34 p.m., the committee resumed.

Mr. Manconi made a statement and, together with Ms. Khare and Ms. Brazeau-Leblond, answered questions.

At 8:27 p.m., the committee adjourned to the call of the chair.
