The Special Senate Committee on the Charitable Sector met this day at 6:35 p.m., in room 2, Victoria Building, the chair, the Honourable Terry M. Mercer, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Duffy, Martin, Mercer, Omidvar and Woo (6).

In attendance: Nicole Sweeney and Havi Echenberg, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 30, 2018, the committee continued its study on the impact of federal and provincial laws and policies governing charities, nonprofit organizations, foundations, and other similar groups; and to examine the impact of the voluntary sector in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Statistics Canada:

Pamela Best, Assistant Director, Social and Aboriginal Statistics Division;

Patric Fournier-Savard, Survey Manager and Analyst, Social and Aboriginal Statistics Division;

Martin Turcotte, Senior Analyst, Social and Aboriginal Statistics Division.

Angus Reid Institute:

Shachi Kurl, Executive Director (by video conference).

As individuals:

Kayla Smith, Student, Faculty of Law, University of Windsor.

Laura Lamb, Associate Professor, School of Business and Economics, Thompson Rivers University (by video conference).

The chair made a statement.

Mr. Turcotte and Ms. Kurl made statements and, together with Ms. Best and Mr. Fournier-Savard, answered questions.

At 7:37 p.m., the committee suspended.

At 7:42 p.m., the committee resumed.

Ms. Lamb and Ms. Smith made statements and answered questions.

At 8:27 p.m., the committee adjourned to the call of the chair.
