The Special Senate Committee on the Charitable Sector met this day at 4:04 p.m., in room 2, Victoria Building, the chair, the Honourable Terry M. Mercer, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Dasko, Deacon, Frum and Mercer (5).

In attendance: Havi Echenberg and Nicole Sweeney, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 30, 2018, the committee continued its study on the impact of federal and provincial laws and policies governing charities, nonprofit organizations, foundations, and other similar groups; and to examine the impact of the voluntary sector in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Correctional Service Canada:

Amy Jarrette, Acting Assistant Commissioner, Communications and Engagement;

Patrice Miron, Director, Citizen Engagement.

Global Affairs Canada:

Dave Metcalfe, Director General, International Assistance Operations;

Joshua Tabah, Director General, Inclusive Growth and Governance and Innovation.

Canada Mortgage and Housing Corporation:

Michel Tremblay, Senior Vice President, Policy and Research.

Employment and Social Development Canada:

Heather Sheehy, Associate Assistant Deputy Minister, Strategic and Service Policy Branch;

Karen Hall, Director General, Social Policy, Strategic and Service Policy Branch;

Blair McMurren, Director, Social Innovation, Income Security and Social Development Branch.

The chair made a statement.

Mr. Tabah, Mr. Metcalfe and Ms. Jarrette made statements and, together with Mr. Miron, answered questions.

At 4:51 p.m., the committee suspended.

At 5 p.m., the committee resumed.

Ms. Sheehy and Mr. Trembaly made statements and, together with Ms. Hall and Mr. McMurren, answered questions.

At 5:40 p.m., the committee adjourned to the call of the chair.
