The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:22 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Joyal, P.C., McIntyre, Runciman and White (9).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, January 28, 2016, the committee continued its study on matters pertaining to delays in Canada's criminal justice system. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Ministry of the Attorney General of Ontario:

Michael Waby, Executive Director, Criminal Justice Modernization;

Agata Falkowski, Project Advisor, Criminal Justice Modernization.

Government of Saskatchewan:

Kevin Fenwick, Deputy Minister and Deputy Attorney General, Ministry of Justice (by video conference).

The chair made a statement.

Mr. Fenwick and Mr. Waby each made a statement and, together with Ms. Falkowski, answered questions.

At 5:52 p.m., the committee suspended.

At 5:56 p.m., the committee resumed.

The committee considered a draft special study budget application.

After debate, it was agreed that the draft budget be considered again on March 9, 2016 so that a proposed work plan for the travel could be considered at the same time.

At 6:13 p.m., the committee adjourned to the call of the chair.
