The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:19 p.m., in room W120, 1 Wellington St., the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Carignan, P.C., Gold, Joyal, P.C., Lankin, P.C., McIntyre, Miville-Dechêne, Pate and Pratte (10).

Other senator present: The Honourable Senator Ringuette (1).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 6, 2018, the committee continued its examination of Bill C-58, An Act to amend the Access to Information Act and the Privacy Act and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 49.)

WITNESSES:

As individuals:

Karen Eltis, Full Professor, Faculty of Law, University of Ottawa (by video conference);

Trevor C.W. Farrow, Professor and Associate Dean (Academic), Osgoode Hall Law School, York University (by video conference).

The chair made a statement.

Ms. Eltis made a statement and answered questions.

At 5:09 p.m., the committee suspended.

At 5:14 p.m., the committee resumed.

Mr. Farrow made a statement and answered questions.

At 6:05 p.m., the committee suspended.

At 6:06 p.m., the committee resumed.

It was agreed that the following legislative budget application for the fiscal year ending March 31, 2019, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Books, newspapers and manuscripts (0727) $ 5,500
Miscellaneous expenses (0798) $ 500
TOTAL $ 6,000

At 6:09 p.m., the committee adjourned to the call of the chair.
