The Standing Senate Committee on Transport and Communications met this day at 9:33 a.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Bovey, Cormier, Dawson, Galvez, Griffin, MacDonald and Mercer (8).

In attendance: Jed Chong and Nicole Sweeney, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ferda Simpson, Procedural Clerk, Senate Committees Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 9, 2016, the committee continued its examination of the regulatory and technical issues related to the deployment of connected and automated vehicles. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Central North American Trade Corridor Association:

Paul Godsmark, Chief Technology Officer at the Canadian Automated Vehicles Centre of Excellence (by video conference);

Roy Ludwig, Mayor, City of Estevan, Saskatchewan (by video conference).

The chair made a statement.

Mr. Godsmark made a statement and, together with Mr. Ludwig, answered questions.

At 10:10 a.m., the committee suspended.

At 10:23 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

The committee discussed a draft agenda.

It was agreed that the committee not schedule any meetings on November 1, 2017.

It was agreed that the chair be authorized to seek authority from the Senate to reintroduce the following order of reference:

That the Standing Senate Committee on Transport and Communications be authorized to examine and report on emerging issues related to its mandate under rule 12-7(6);

That it be further authorized to examine and report on the elements related to its mandate found in the ministerial mandate letters of the Minister of Transport, the Minister of Infrastructure and Communities and the Minister of Canadian Heritage;

That the papers and evidence received and taken and work already accomplished by the committee on this subject since the beginning the First Session of the Forty-second Parliament, as authorized by the Senate on January 28, 2016, be referred back to the committee; and

That the committee submit its final report no later than June 30, 2018.

At 10:40 a.m., the committee adjourned to the call of the chair.
