The Standing Senate Committee on Transport and Communications met this day at 9:31 a.m., in room 2, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cormier, Dawson, Gagné, Galvez, MacDonald, Manning, Miville-Dechêne, Tkachuk and Wetston (10).

In attendance: Zackery Shaver, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 7, 2018, the committee began its examination of the subject matter of those elements contained in Divisions 22 and 23 of Part 4 of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

WITNESSES:

Transport Canada:

Natasha Rascanin, Assistant Deputy Minister, Transformation;

Marc-Yves Bertin, Director General, Marine Policy.

Fisheries and Oceans Canada:

Julie Gascon, Director General, Operations, Canadian Coast Guard;

Marc Sanderson, Acting Director General, National Strategies, Canadian Coast Guard.

Ship-source Oil Pollution Fund:

Anne Legars, Administrator.

Chamber of Marine Commerce:

Bruce Burrows, President.

Chamber of Shipping:

Bonnie Gee, Vice President (by video conference);

Peter Swanson, Partner, Bernard LLP (by video conference).

The chair made a statement.

Ms. Rascanin and Ms. Legars made statements and, together with Mr. Bertin and Ms. Gascon, answered questions.

At 10:31 a.m., the committee suspended.

At 10:34 a.m., the committee resumed.

Ms. Gee, Mr. Swanson and Mr. Burrows made statements and answered questions.

At 10:54 a.m., the deputy chair, the Honourable Senator Dawson, took the chair.

At 11:29 a.m., the committee adjourned to the call of the chair.
