The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9:03 a.m., the Honourable George J. Furey, presiding.
Members of the committee present: The Honourable Senators Comeau, Cordy, Di Nino, Downe, Furey, Kinsella, Manning, Marshall, Munson, Charette-Poulin, Smith (Saurel), Stratton, and Tkachuk (13).
In attendance: Mr. Gary W. O'Brien, Clerk of the Senate and other senior Senate officials.

The Chair of the Subcommittee on the Review of Committee Budgets and International Travel, Senator Comeau, presented the Fifteenth Report of the Subcommittee as follows:

The Subcommittee on the Review of Committee Budgets and International Travel of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its
FIFTEENTH REPORT
Your subcommittee considered a request from the Honourable Senator Merchant for approval to use the 64- points system to attend the 22nd Annual Global Summit of Women being held in Athens, Greece, from May 29 to June 3, 2012. Your subcommittee recommends that approval be granted for the Senator to use the 64-point travel system to cover the cost of airfare, ground transportation, accommodations, meals, incidentals and registration fees in an amount not expected to exceed $7,500.
Your subcommittee would like to remind senators that, pursuant to the decision of the Committee on Internal Economy, Budgets and Administration dated May 7, 2009, "a senator must, within 30 days of completion of the international travel, submit a detailed report to the Committee on Internal Economy, Budgets and Administration including the objectives of the travel, meetings held, achievements, costs and next steps; this report shall be tabled in the Senate as an appendix to a report of the Committee."

It was moved by Senator Comeau that the Fifteenth Report of the Subcommittee on the Review of Committee Budgets and International Travel be adopted.

SIXTEENTH REPORT
Your subcommittee recommends the release of the following amounts for fiscal year 2012-2013:
Aboriginal Peoples (Métis in Canada)
Professional and Other Services $ 24,923 Transportation and Communications $ 233,917 All Other Expenditures $ 23,910 Total $ 282,750 (includes funds for public hearings and fact-finding missions)

It was moved by Senator Comeau that the Sixteenth Report of the Subcommittee on the Review of Committee Budgets and International Travel be adopted.
The questions being put on the motion, it was resolved in the affirmative.
IE/2012-04-26/141(P) — International Travel Report — Senator Hervieux-Payette
It was agreed that Senator Hervieux-Payette's report on her trip to Berlin, Germany, from November 6 to 8, 2011, to attend the Atlantik-Brücke Conference, be tabled in the Senate.
IE/2012-04-26/142(P) — Contract for the Provision of Newspaper Services
The Director, Finance and Procurement, presented a briefing note to provide information to the Committee in relation to newspaper services to determine if the Senate should proceed with a competitive process to identify a service provider for a determinate period.
After discussion, it was agreed that the Senate Administration be authorized to:
initiate a competitive process and enter into a contract with a value higher than $100,000 but not exceeding $170,000 for the provision of newspaper services for a period of three (3) years;
send a letter to all senators to invite them to review their current newspapers subscriptions to determine if changes should be made and to encourage them to use electronic media as much as possible; and
contact the Library of Parliament and review the delivery of regional newspapers in the Senate Reading Room.
IE/2012-04-26/143(P) — Contract for the Provision of Dry Cleaning Services
The Director, Protective Service, presented a briefing note regarding the procurement of dry cleaning services for the Senate. He informed the Committee that the present contract will terminate on June 30, 2012.
After discussion, it was agreed that the Senate Administration be authorized to initiate a competitive process and enter into a contract with a value greater than $100,000 but not exceeding $170,000 for the provision of dry cleaning services for a period of three (3) years including two (2) additional one (1) year options.
At 9:25 a.m., the committee proceeded in camera.
At 9:52 a.m., the committee adjourned to the call of the chair.
