The Standing Committee on Internal Economy, Budgets and Administration has the honour to present its
EIGHTH REPORT
Your Committee recommends that:
The salary ranges for unrepresented employees of the Senate Administration be increased by 1.75 per cent effective October 1st, 2011, by 1.5 per cent effective October 1st, 2012 and by 2.0 per cent effective October 1st, 2013;
Senators' staff receive a 1.75 per cent increase to salary ranges, effective April 1st, 2011, a 1.5 per cent increase to salary ranges, effective April 1st, 2012 and a 2.0 per cent increase to salary ranges effective April 1st, 2013;
Severance pay for voluntary departures for unrepresented employees of the Senate Administration and Senators' staff cease to be accumulated effective March 31st, 2012; and
Options be provided to the unrepresented group of the Senate Administration and Senators' staff of immediately cashing out their accumulated severance pay in full or in part at their current substantive rate of pay or retaining it for payout on termination or retirement at their rate of pay at that time.

The Standing Committee on Internal Economy, Budgets and Administration has the honour to table its
ELEVENTH REPORT
Your Committee wishes to inform the Senate that your Committee has approved a Senators' Travel Policy which is attached to this report as Appendix A.
Therefore, your Committee recommends that the Senate Administrative Rules be amended as follows:
(a) in chapter 4:02, by adding after section 15 the following:
"Travel Policy"
16. (1) The Committee shall adopt a policy that establishes the principles, rules, practices, roles and responsibilities governing the use of Senate resources for travel purposes.
(2) The Committee shall set, from time to time, permitted amounts relating to travel incurred or allowed for reimbursement.";
and
(b)(i) by deleting chapter 4:03 and all cross references accordingly, and
(ii) by renumbering chapters 4:04 to 4:06 as chapters 4:03 to 4:05, and all cross references accordingly.
The Senators' Travel Policy shall come into force at the date of the adoption of this report.

The Standing Committee on Internal Economy, Budgets and Administration has the honour to table its
TWELFTH REPORT
On November 2, 2010, the Senate agreed to invite the Auditor General to conduct a performance audit of the Senate Administration.
The audit focused on fiscal year 2010-2011 and reviewed the following major areas: strategic and operational planning, financial management including procurement, human resources, information technology services, and security.
A copy of the Report of the Auditor General of Canada to the Standing Committee on Internal Economy, Budgets and Administration on the Administration of the Senate of Canada is attached.

The Standing Committee on Internal Economy, Budgets and Administration has the honour to table its
FOURTEENTH REPORT
Your Committee has approved the Financial Statements of the Senate of Canada for the year ended March 31, 2012. The audit was conducted in accordance with Canadian generally accepted auditing standards by the professional services firm of KPMG.
The audit resulted in an unqualified auditor's report indicating that the financial statements present fairly, in all material respects, the financial position of the Senate of Canada as at March 31, 2012 and the results of its operations and its cash flows in accordance with Canadian public sector accounting standards.
The tabling of these financial statements in the Senate fulfills the requirement for the Clerk to lay before the Senate annually a statement of accounts of the Senate as provided in Chapter 3:05 subsection 5(1) of the Senate Administrative Rules.
