The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9:02 a.m., in room 160-S, Centre Block, the chair, the Honourable Noël A. Kinsella, presiding.

Members of the committee present: The Honourable Senators Cordy, Dawson, Doyle, Kinsella, Lang, LeBreton, P.C., Munson, Poirier, Seidman, Seth, Smith (Saurel) and White (12).

Other senator in attendance: The Honourable Senator McCoy. (1)

Also in attendance: Mr. Gary W. O'Brien, Clerk of the Senate, and other senior Senate officials.

WITNESSES:

Public Works and Government Services Canada:

Nancy Chahwan, Assistant Deputy Minister, Parliamentary Precinct Branch;

Ezio DiMillo, Director General of Major Crown Projects, Parliamentary Precinct Branch.

CIBA/2014-04-10/070(P) — Update on the Long Term Vision and Plan (LTVP)

Ms. Chahwan, Assistant Deputy Minister, Parliamentary Precinct Branch, PWGSC, briefed the Committee on the progress made by Public Works and Government Services Canada in the context of the Long Term Vision and Plan for the Parliament Buildings and on its strategy for accommodating the Senate during the rehabilitation of the Centre Block.

Ms. Chahwan and Mr. DiMillo answered questions.

After discussion, it was agreed that Ms. Chahwan and Mr. DiMillo would brief the committee on the Centre Block Rehabilitation of the Ventilation Tower and East Pavilion at a later date.

CIBA/2014-04-10/071(P) — Compensation (Payroll) Modernization — Upcoming Changes

The Director of Human Resources, Mr. Darshan Singh, informed the committee of upcoming changes to the administration of Senators' Staff and Administration Payroll effective April 2014.

The Chair of the Subcommittee on Committee Budgets, the Honourable Larry Smith (Saurel), presented the fifth report of the subcommittee as follows:

The Subcommittee on Committee Budgets of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its

FIFTH REPORT

Your subcommittee recommends the release of the following amounts for fiscal year 2014-2015:

Aboriginal Peoples
(First Nations Infrastructure on Reserves)

Activity 1: Vancouver Island and British Columbia interior    $144,470
Activity 2: Ontario — northwest (including Thunder Bay), northeast, centre and south    $149,190
Activity 3: Quebec (Maniwaki)    $ 4,790
Activity 4: Nova Scotia    $ 60,610
Total    $359,060

(includes funds for public hearings and fact-finding missions, as well as approval for sole source for charter flights; includes funds for 8 senators to travel)

It was moved by Senator Smith (Saurel) that the fifth report of the Subcommittee on Committee Budgets be adopted.

After debate, the question being put on the motion, it was adopted.
