The Special Senate Committee on Senate Modernization met this day at 12:03 p.m., in room 257, East Block, the chair, the Honourable Stephen Greene, presiding.
Members of the committee present: The Honourable Senators Bellemare, Dean, Eggleton, P.C., Frum, Greene, Joyal, P.C., Lankin, P.C., McCoy, McInnis, Pratte, Stewart Olsen, Tkachuk, Verner, P.C. and Wells (14).
In attendance: David Groves and Marc-André Roy, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Friday, December 11, 2015, the committee continued its consideration of methods to make the Senate more effective within the current constitutional framework. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)
The committee considered a draft report.
After debate, the Honourable Senator Tkachuk moved:
That the committee do now adjourn.
The question being put on the motion, it was negatived by a show of hands.
After debate, the Honourable Senator Wells moved:
That the report be amended on page 9, line 24, after the word "government'', to add "and the current presence of a recognized opposition in both parliamentary chambers.''
After debate, the Honourable Senator Lankin moved:
That the issue of the perceived violation of the Rules on the circulation of the draft report and the meeting being held in public be referred to the steering committee for their review and recommendations on what, if any actions may be required, to be brought back to the committee.
After debate, with leave, the Honourable Senator Wells withdrew his amendment.
After debate, the question being put on the motion of the Honourable Senator Lankin, it was adopted by a show of hands.
At 1:04 p.m., the committee adjourned to the call of the chair.
