The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:31 a.m., in room 160- S, Centre Block, the chair, the Honourable Larry W. Campbell, presiding.
Members of the committee present: The Honourable Senators Batters, Campbell, Carignan, P.C., McCoy, Mitchell, Moncion, Munson, Plett, Saint-Germain, Tannas, Tkachuk, Verner, P.C. and Wells (13).
Other senator present: The Honourable Senator Marwah (1).
Also in attendance: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Nicole Proulx, Interim Clerk of the Senate; Jacqueline Kuehl, Law Clerk and Parliamentary Counsel; and other senior Senate officials.
Also present: The official reporters of the Senate.
Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

The committee considered the 2016-17 Report on International and Interparliamentary Affairs Activities and Expenditures. Colette Labrecque-Riel made a statement and answered questions.

That further consideration of the report be deferred to the next meeting of the committee.

The committee resumed debate on the fifth report of the Subcommittee on the Senate Estimates presented to the committee on October 26, 2017. The Honourable Senator Wells made a statement and answered questions.
The Honourable Senator Wells moved:
That the fifth report of the Senate Estimates Subcommittee be adopted; and
That the chair be authorized to report its contents to the Senate for the purpose of adopting recommendations 1, 2 and 4 which are outside the current mandate of CIBA.
After debate, the question being put on the motion, it was adopted, on division.
It was noted that the Senator Mitchell did not vote on the motion.

FIFTH REPORT
Your subcommittee met on October 24, 2017 and October 31, and wishes to report on the following decisions taken.
Membership Change on the Subcommittee on the Senate Estimates
It was agreed that the Honourable Senator Cordy replace the Honourable Senator Jaffer as a member of the Subcommittee on the Senate Estimates.
Extension of Reporting Deadline — Subcommittee on Diversity
That, notwithstanding the motions of the committee adopted on Thursday, April 13, 2017 and Thursday, June 6, 2017, the date for the final report of the Subcommittee on Diversity in relation to its review of the findings contained in the Fifth Report of the Senate Administration's Advisory Committee on Diversity and Accessibility be extended from October 31, 2017 to December 14, 2017.

SIXTH REPORT
With the adoption of the Senators' Office Management Policy on April 13, 2017, your subcommittee was authorized by the committee to clarify and determine any ambiguous, uncertain, or challenged interpretation of any part of the policy, as necessary, and to report its decisions.
The subcommittee has clarified certain sections of the new policy. A table of the changes to the Senators' Office Management Policy is appended to this report.
