The Standing Senate Committee on National Finance met in camera this day at 6:45 p.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Black, Cools, Eaton, Jaffer, Marshall, Mockler, Moncion, Neufeld, Oh, Pratte and Woo (12).
In attendance: Alex Smith and Sylvain Fleury, analysts, Parliamentary Information and Research Service, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, September 26, 2017, the committee began its study on the Minister of Finance's proposed changes to the Income Tax Act respecting the taxation of private corporations and the tax planning strategies involved.
It was agreed that senators' staff be authorized to remain in the room during the in camera portion of the meeting.
Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business) in camera.
It was agreed that, in relation to the special study on the proposed changes to the Income Tax Act, the speaking notes of witnesses and briefs submitted be distributed to committee members even if they are available in only one of the two official languages, as long as the translation becomes available as soon as possible.
At 7:32 p.m., the committee suspended.
At 7:33 p.m., the committee resumed in public session.
It was agreed that the following special study budget application on the proposed changes to the Income Tax Act, for the fiscal year ending March 31, 2018, be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration:
GENERAL EXPENSES $ 500 ACTIVITY 1: Travel for Public Hearings in Eastern Canada $ 133,725 ACTIVITY 2: Travel for Public Hearings in Western Canada $ 168,975 TOTAL $ 303,200
At 7:35 p.m., the committee adjourned to the call of the chair.
