The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:34 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Eggleton, P.C., Frum, Merchant, Nancy Ruth, Neufeld, Ogilvie, Raine, Seidman and Stewart Olsen (9).

Other senator present: The Honourable Senator Cormier (1).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 22, 2016, the committee continued its study on the subject matter of those elements contained in Division 1 and 2 of Part 4 of Bill C-29, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures.

WITNESSES:

Employment and Social Development Canada (ESDC):

Annette Ryan, Director General, Employment Insurance Policy, Skills and Employment Branch;

Janique Venne, Director, Policy Analysis and Initiatives, EI Policy, Skills and Employment Branch;

Nathalie Martel, Director, Old Age Security Policy, Income Security and Social Development Branch.

The chair made a statement.

Ms. Ryan made a statement and, together with Ms. Venne and Ms. Martel, answered questions.

At 11:12 a.m., the committee suspended.

At 11:14 a.m., the committee, pursuant to rule 12-16(1)(d), resumed in camera for consideration of a draft report.

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

It was agreed to permit the recording and transcription of the in camera portion of the meeting, that one copy of the transcript be kept with the clerk for consultation purposes, and that the copy be destroyed at the end of the current parliamentary session.

It was agreed that the committee recommend the approval of these divisions.

It was agreed that the chair be authorized to table the final report in the Senate.

At 11:34 a.m., the committee adjourned to the call of the chair.
