Introduction and First Reading of Government Bills
A Message was brought from the House of Commons with a Bill C-45, An Act to amend the Criminal Code (judicial review of parole ineligibility) and another Act, to which they desire the concurrence of the Senate.
The Bill was read the first time.
The Honourable Senator Graham moved, seconded by the Honourable Senator Robichaud, P.C., that the Bill be placed on the Orders of the Day for a second reading on Tuesday next, October 8, 1996.
The question being put on the motion, it was adopted.
Notices of Motions

The Honourable Senator Stewart moved, seconded by the Honourable Senator Moore:
That the Standing Senate Committee on Foreign Affairs be authorised to examine and report on the growing importance of the Asia Pacific region for Canada, with emphasis on the upcoming Asia Pacific Economic Cooperation (APEC) Conference to be held in Vancouver in the fall of 1997, Canada's year of Asia Pacific;
That the Committee have power to engage the services of such counsel and technical, clerical and other personnel as may be necessary for the purpose of its examination and consideration of the said order of reference;
That the Committee have power to adjourn from place to place outside Canada; and
That the Committee submit its final report no later than July 31, 1997.

Resuming the debate on the motion of the Honourable Senator Rompkey, P.C., seconded by the Honourable Senator De Bané, P.C., for the adoption of the Thirteenth Report of the Standing Senate Committee on Legal and Constitutional Affairs (amendment to the Constituion of Canada, Term 17 of the Terms of Union of Newfoundland with Canada), deposited with the Clerk of the Senate on July 17, 1996,
And on the motion in amendment of the Honourable Senator Doody, seconded by the Honourable Senator Kinsella, that the Report be not now adopted but that it be amended by deleting the words "without amendment, but with a dissenting opinion" and substituting therefor the following:
"with the following amendment:
Delete the words in paragraph (b) of Term 17 that precede subparagraph (i) and substitute therefor the words: "where numbers warrant,"".

The Honourable Senator Comeau moved, seconded by the Honourable Senator Doody:
That the Standing Senate Committee on Social Affairs, Science and Technology be authorized to examine the Employment Insurance (Fishing) Regulations made under section 153 of the Employment Insurance Act and approved on September 17, 1996, and any matter relating thereto; and
That the Committee present its final report no later than November 30, 1996.

The Honourable Senator Poulin for the Honourable Senator Bacon moved, seconded by the Honourable Senator Landry:
That the Standing Senate Committee on Transport and Communications have power to sit at 3:30 p.m. on Wednesdays for the duration of its study on Canada's international competitive position in communications generally, including a review of the economic, social and cultural importance of communications for Canada, even though the Senate may then be sitting and thatRule 95(4) be suspended in relation thereto.
