Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Carstairs moved, seconded by the Honourable Senator Chalifoux, that the Bill be placed on the Orders of the Day for a second reading on Thursday next, March 11, 1999.

The question being put on the motion, it was adopted.

Tabling of Reports from Inter-Parliamentary Delegations

The Honourable Senator Rompkey, P.C., tabled the following:

Seventh Report of the Canadian NATO Parliamentary Association respecting its participation at the meeting of the Parliamentary Assembly's Sub-committee on Defence and Security Co-operation between Europe and North America, held in Washington and New York, United States, from January 31 to February 6, 1999.-Sessional Paper No. 1/36-1061.

Third reading of Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act.

The Honourable Senator Moore moved, seconded by the Honourable Senator Fitzpatrick, that the Bill be read the third time.

The question being put on the motion, it was adopted.

The Bill was then read the third time and passed.

Ordered, That a Message be sent to the House of Commons to acquaint that House that the Senate have passed this Bill, without amendment.

OTHER BUSINESS

Senate Public Bills

Second reading of Bill S-24, An Act to provide for judicial preauthorization of requests to be made to a foreign or international authority or organization for a search or seizure outside Canada.

The Honourable Senator Beaudoin moved, seconded by the Honourable Senator Bolduc, that the Bill be read the second time.

After debate, The Honourable Senator Carstairs moved, seconded by the Honourable Senator Joyal, P.C., that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Order No. 2 was called and postponed until the next sitting.

Reports of Committees

Consideration of the Eighth Report of the Standing Committee on Privileges, Standing Rules and Orders (joint committees), presented in the Senate on March 4, 1999.

The Honourable Senator Maheu moved, seconded by the Honourable Senator Ferretti Barth, that the Report be adopted.

The question being put on the motion, it was adopted.

Resuming debate on the inquiry of the Honourable Senator Simard calling the attention of the Senate to the current situation with regard to the application of the Official Languages Act, its progressive deterioration, the abdication of responsibility by a succession of governments over the past ten years and the loss of access to services in French for francophones outside Quebec.

After debate, The Honourable Senator Corbin moved, seconded by the Honourable Senator Ferretti Barth, that further debate on the inquiry be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Orders No. 88 (motion) 23 and 47 (inquiries) were called and postponed until the next sitting.

Resuming debate on the inquiry of the Honourable Senator Forrestall calling the attention of the Senate to the Liberal cancellation of EH-101, and the state of Canada's Labrador and Sea King helicopter fleets.

After debate, The Honourable Senator Atkins moved, seconded by the Honourable Senator Beaudoin, that further debate on the inquiry be adjourned until the next sitting.

The question being put on the motion, it was adopted.

INQUIRIES

The Honourable Senator Lynch-Staunton called the attention of the Senate to the Budget presented by the Minister of Finance in the House of Commons on February 16, 1999.

After debate, The Honourable Senator Carstairs for the Honourable Senator Graham, P.C., moved, seconded by the Honourable Senator Fairbairn, P.C., that further debate on the inquiry be adjourned until the next sitting.
