PRAYERS

APPLICATION FOR EMERGENCY DEBATE

Pursuant to Rule 60(4), the Honourable Senator Gustafson requested that the Senate do now adjourn for the purpose of discussing a matter of urgent public importance, namely: the current farm crisis.

After debate, The Speaker ruled that the request did meet the requirements for an emergency debate.

Accordingly, pursuant to Rule 61(1) leave was granted to move a motion that the Senate do now adjourn for the purpose of discussing the matter, later this day.

Ordered, That the Standing Senate Committee on Transport and Communications have power to sit while the Senate is sitting today, and that Rule 95(4) be suspended in relation thereto.

Introduction and First Reading of Senate Public Bills

The Honourable Senator Cools presented a Bill S-9, An Act to amend the Criminal Code (abuse of process).

The Bill was read the first time.

The Honourable Senator Cools moved, seconded by the Honourable Senator Sparrow, that the Bill be placed on the Orders of the Day for a second reading on Wednesday next, November 10, 1999.

The question being put on the motion, it was adopted.

Tabling of Reports from Inter-Parliamentary Delegations

The Honourable Senator Finestone, P.C., tabled the following:

Report of the Canadian Group of the Inter-Parliamentary Union regarding its participation at the Meeting of Asia-Pacific Group, held at Ulaanbaatar, Mongolia, from July 26 to 31, 1999. -Sessional Paper No. 2/36-120.

MAY IT PLEASE YOUR EXCELLENCY:

We, Her Majesty's most loyal and dutiful subjects, the Senate of Canada in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament.

After debate, The Honourable Senator Hays moved, seconded by the Honourable Senator Finestone, P.C., that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted. The Honourable Senator Hays moved, seconded by the Honourable Senator Mercier:

That the proceedings on the Order of the Day for resuming the debate on the motion for an Address in reply to Her Excellency the Governor General's Speech from the Throne addressed to both Houses of Parliament be concluded on the eighth sitting day on which the order is debated.

After debate, In amendment, the Honourable Senator Kinsella moved, seconded by the Honourable Senator DeWare, that the motion be not now adopted but that it be amended by striking out the word "eighth" and substituting the word "fourteenth".

After debate, The Honourable Senator Hays moved, seconded by the Honourable Senator Mercier, that further debate on the motion in amendment be adjourned until the next sitting.

Order No. 1 was called and postponed until the next sitting. Second reading of Bill S-6, An Act to amend the Criminal Code respecting criminal harassment and other related matters.

The Honourable Senator Oliver moved, seconded by the Honourable Senator Di Nino, that the Bill be read the second time.

After debate, The question being put on the motion, it was adopted.

The Bill was then read the second time.

The Honourable Senator Oliver moved, seconded by the Honourable Senator Di Nino, that the Bill be referred to the Standing Senate Committee on Legal and Constitutional Affairs.

After debate, With leave of the Senate and pursuant to Rule 30, the motion was modified to read as follows:

That the Bill be referred to the Standing Senate Committee on Legal and Constitutional Affairs when and if that Committee is formed.

The question being put on the motion, as modified, it was adopted.

With leave of the Senate, The Honourable Senator Oliver moved, seconded by the Honourable Senator Di Nino:

That the papers and evidence received and taken by the Standing Senate Committee on Legal and Constitutional Affairs during its study of Bill S-17, An Act to amend the Criminal Code respecting criminal harassment and other related matters, in the First Session of the Thirty-sixth Parliament be referred to the Committee, when and if it is formed, for its present study of Bill S-6.

After debate, The Honourable Senator Cools moved, seconded by the Honourable Senator Milne, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Consideration of the Second Report of the Standing Senate Committee on Foreign Affairs (budget-study on the European Monetary Union), presented in the Senate on November 2, 1999.

The Honourable Senator Stewart moved, seconded by the Honourable Senator Lewis, that the Report be adopted.

After debate, The question being put on the motion, it was adopted. Consideration of the Third Report of the Standing Senate Committee on Foreign Affairs (budget-study on Canada's relation with NATO and peacekeeping ), presented in the Senate on November 2, 1999.

The Honourable Senator Stewart moved, seconded by the Honourable Senator Lewis, that the Report be adopted.

The question being put on the motion, it was adopted. Order No. 3 was called and postponed until the next sitting.

EMERGENCY DEBATE

Pursuant to Rule 61(1), the Senate proceeded to the consideration of a motion to adjourn the Senate for the purpose of discussing a matter of urgent public importance, namely, the current farm crisis.

Accordingly, the Honourable Senator Gustafson moved, seconded by the Honourable Senator Cohen:

That the Senate do now adjourn.
