The Honourable Senator Kirby, Chair of the Standing Senate Committee on Social Affairs, Science and Technology, presented its Fifth Report (budget-study on the state of the health care system in Canada).

Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-2, An Act respecting the election of members to the House of Commons, repealing other Acts relating to elections and making consequential amendments to other Acts, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Hays moved, seconded by the Honourable Senator Bacon, that the Bill be placed on the Orders of the Day for a second reading on Thursday next, March 2, 2000.

The question being put on the motion, it was adopted.

Presentation of Petitions

The Honourable Senator Milne presented petitions:

Of the Genealogical Association of Nova Scotia and the Lambton Branch of the Ontario Genealogical Society concerning the Statistics Act (census records).

Resuming debate on the inquiry of the Honourable Senator Atkins calling the attention of the Senate to the financing of post-secondary education in Canada and particularly that portion of the financing that is borne by students, with a view to developing policies that will address and alleviate the debt load which post-secondary students are being burdened with in Canada.

After debate, The Honourable Senator Hays moved, seconded by the Honourable Senator Mercier, that further debate on the inquiry be adjourned until the next sitting.

The question being put on the motion, it was adopted.

INQUIRIES

The Honourable Senator Forrestall called the attention of the Senate to the future of Canadian Defence Policy.

After debate, The Honourable Senator Hays moved, seconded by the Honourable Senator Mercier, that further debate on the inquiry be adjourned until the next sitting.

MOTIONS

The Honourable Senator Spivak moved, seconded by the Honourable Senator Johnson:

That, notwithstanding the Order of the Senate adopted on December 1, 1999, the Standing Senate Committee on Energy, the Environment and Natural Resources, in accordance with Rule 86(1)(p), which was authorized to examine such issues as may arise from time to time relating to energy, the environment and natural resources generally in Canada, be empowered to submit its final report no later than June 30, 2001.

The question being put on the motion, it was adopted.

Ordered, That Order No. 2 under ORDERS OF THE DAY, OTHER BUSINESS, Reports of Committees be again called.

Resuming debate on the consideration of the Third Report of the Standing Senate Committee on Aboriginal Peoples entitled: "Forging New Relationships: Aboriginal Governance in Canada", tabled in the Senate on February 15, 2000.

After debate, The Honourable Senator Pearson moved, seconded by the Honourable Senator Sparrow, that further debate on consideration of the Report be adjourned until the next sitting.

The question being put on the motion, it was adopted.

That when the Senate adjourns today, it do stand adjourned until tomorrow, Wednesday, March 1, 2000, at 1:30 p.m.;

That at 3:30 p.m. tomorrow, if the business of the Senate has not been completed, the Speaker shall interrupt the proceedings to adjourn the Senate;

That should a division be deferred until 5:30 p.m. tomorrow, the Speaker shall interrupt the proceedings at 3:30 p.m. to suspend the sitting until 5:30 p.m. for the taking of the deferred division; and

That all matters on the Orders of the Day and on the Notice Paper, which have not been reached, shall retain their position.
