OBSERVATIONS ON BILL C-22

In addition to the Minister's letter dated June 14, herein attached, setting out an undertaking to propose amendments, the Committee recommends that the government give consideration to three additional amendments generally in accordance with the language immediately following:

1. that clause 63 be amended by adding the phrase "law office" in any place a "dwelling-house" is referred to in order to ensure that solicitor-client privilege is protected;

2. that clause 72 be amended by changing the review requirement from 5 years to 3 years; in addition, the committee would like to see a review take place every 5 years thereafter;

3. that in clause 73, the committee believes that the regulations, in addition to being published in the Canada Gazette 90 days before they come into force, should also be tabled before a committee in each house of Parliament that has the expertise to deal with such matters.
